Farmer-facing functions: (1) phytosanitary certificates for export; (2) Food Business Operator (FBO) registration — mandatory since 06.09.2019 under Law 771/97-VR, with UAH 3,400–68,000 fines for non-registration; (3) veterinary inspections for livestock farms; (4) plant-quarantine oversight — registration of fields and warehouses in the quarantine-objects register; (5) MRL (pesticide residue) sampling — breaches trigger consignment blocking.
