Issued under Ukraine's Law 3348-XII «On Plant Quarantine» and the International Plant Protection Convention (IPPC). Procedure: (1) apply to the territorial phytosanitary inspector of the State Food Safety Service at least 10 days before shipment; (2) sampling 0.5–1 kg/consignment per DSTU 4117:2007; (3) laboratory analysis (7–14 days) for pests (weevils, mites, moths), disease agents, and quarantine-listed weeds; (4) if clean — certificate issued (IPPC form, 14-day validity); if contaminated — fumigation (phosphine, ~USD 5/t) and retest. Since 2025 the EU accepts phytosanitary certificates only electronically via TRACES-NT, with paper as a duplicate. Ukraine cost April 2026: UAH 800–2,500 per consignment depending on tonnage and lab work. For organic exports, an additional organic production certificate under Law 2496-VIII is required, plus a plant passport under the new 2022 EU scheme.
