2026 conditions: (1) 5% — for critical infrastructure, enterprises in front-line oblasts; (2) 7% — for investments in new Stage V machinery, processing equipment, energy efficiency; (3) 9% — for working capital (seed, fertilizer, crop protection, fuel, rent). Ceilings: up to UAH 250M for investment, up to UAH 100M for working capital, term 3–5 years. Application: via a participating bank (Oschadbank, PrivatBank, Ukrgasbank, Ukreximbank, Raiffeisen, Credit Agricole, OTP, PUMB) + registration on 5-7-9.gov.ua portal. Docs: EDRPOU, 2 years of financials, business plan, collateral (typically 130% of loan). Practical pitfalls: (1) banks narrowly interpret «critical infrastructure», many 5% rejections; (2) collateral requirement effectively cuts off farmers <500 ha; (3) grain forwards / contracts often not accepted as collateral. About UAH 15 billion in agri-loans financed in 2024–2025.
